The regional overview as it is shaping up for 2017 reveals a deceleration in GDP, especially in the oil-producing countries hit by the fairly low oil prices in the first half and, for some countries, by pro-cyclical fiscal policies or geopolitical risks. Average growth should come out at 1.6%, sharply down on 2015 and 2016. Half of the region's countries will see lower growth in 2017 than in 2016.

In the majority of countries current balances are in deficit. But the region is contrasted, with four countries deteriorating and four improving. The deficits narrowed only slightly between 2015 and 2017 and on average are above 4% of GDP. Of the 17 countries, twelve still have current account deficits in 2017, including four oil-producing countries. And while five countries are already operating under IMF plans, the external constraint will remain strong over the coming quarters.
